Check your home qualifies
Tourist dwellings include properties in horizontal property, detached single-family homes or other private complexes that are temporarily let and marketed through tourist offer channels for profit. It is presumed the rules apply if marketed on such channels or if each user’s stay is one month or less.[2]
You must let the entire dwelling; letting by rooms or stays is not permitted.[1]
In buildings under horizontal property, from 3 April 2025 an express agreement by 3/5 of the Community of Owners is required to authorise tourist use; this cannot be applied retroactively.[2][3]
Know the main operating rules
Provide the dwelling in clean and hygienic condition with all necessary furniture, kitchenware and linen.[1]
Maximum capacity is set by floor area: 2 persons per bedroom over 10 m²; 1 person per bedroom over 6 m²; and 3 persons per bedroom over 14 m².[1]
Accessibility compliance is that applicable to buildings for private use.[1]
Signage, register and advertising
Identify the dwelling externally with the VUT pictogram and the registration signatura number from the Aragón Tourism Register.[1]
Include the registration signatura number in all advertising and promotion.[1]
Aragón has a Register of Tourist Dwellings and a link is available to consult active dwellings.[3]
File the responsible declaration
Before opening, or before any modification or substantial refurbishment, the holder must file a responsible declaration to the competent tourism department. This is the applicable procedure for tourist dwellings.[1][2]
The procedure is aimed at holders or managers of tourist dwellings and is associated with the Directorate-General for Tourism and Hospitality.[2][3]
The declaration can be filed at any time, electronically or in person. Electronic filing requires identification and electronic signature; if you lack it, you may complete it online, download, sign and submit in person. Electronic submission is governed by Article 14 of Law 39/2015 and the 11 February 2014 Order. The regional electronic headquarters is an interest link for these procedures.[1][2][3]
Fees and required documents
The procedure requires payment of fee 50: tariff 2 for processing and registration, in the amount of 130,00 €.[2]
Mandatory documents include: a title proving availability of the property for tourist dwelling use; proof of payment of fee 50; and, for properties under horizontal property where applicable, the owners’ meeting minutes or a certificate evidencing the 3/5 agreement.[2]
The administration will consult additional data, such as identity verification and NIF validation, to resolve the procedure.[2]
After you submit
From filing the responsible declaration you may operate while the administration reviews it within a maximum of 3 months; if the resolution period elapses without a decision, acceptance is understood by administrative silence.[2]
After checks, the authority may register the act in the Aragón Tourism Register for information purposes, set conditions for opening or classification, or order closure or prohibit activity if requirements are not met, without the right to compensation.[2]
Breaches of the Regulation can lead to sanctions and accessory measures under the Tourism Law. Owners of tourist dwellings and marketing channels that ignore tourism authority requirements can be held liable.[1]

Legal framework at a glance
The Regulation of tourist dwellings in Aragón was approved by Decree 1/2023 of 11 January, which repealed the previous Decree 80/2015; it enters into force three months after its publication in the Official Gazette of Aragón.[1][3]
The Regulation has nineteen articles across four chapters and an annex on identification plates. Aragón holds competence in tourism under its Statute. Applicable norms include Decree-Legislative 1/2016 and Decree 1/2023.[1][2]
