What counts as a tourist dwelling and where it’s allowed
The applicable framework is Law 15/2018 and Decree 10/2021; Decree‑law 9/2024 modifies this regulation.[1][2][3]
You must let the entire dwelling. Room letting is not allowed, and stays of 11 days or more to the same tenant are not classed as tourist dwellings.[1][3]
A favourable municipal urban‑compatibility report (ICU) or equivalent is essential. Its secure verification code (CSV) must be stated; if you submit an ECUV certificate, indicate it in the CSV field.[1][2][3]
If the dwelling is on non‑developable land, you must have a DIC or an exemption and, if applicable, the environmental instrument, in addition to the favourable municipal report. Exceptions may be requested in the cases stated.[1][2][3]
Before registering, comply with the horizontal property law on an explicit community‑of‑owners agreement when applicable. You may only commercialise the dwelling during the periods declared in your inscription.[2]
What you must be able to declare
State that you have availability of the dwelling and the document proving it, that you hold liability insurance or an equivalent guarantee, and that you comply with the energy certificate obligation.[1][3]
Declare compliance with applicable tax, fiscal and social‑security obligations, and with the documentary registration and information duties under Royal Decree 933/2021.[2]
Prepare identifiers and references
Provide the property’s unique and individualised cadastral reference; data are retrieved from the electronic Cadastre. Exceptionally, a Unique Registry Code may be used provisionally for up to 12 months. A reference already registered cannot be used.[1][2][3]
How to file the registration online
Use the AUTOREGISTRO procedure to start, modify or cease a dwelling. Filing is exclusively online and requires a qualified or advanced e‑signature, an electronic certificate and the Autofirma programme, using a signature system admitted by the Generalitat.[2][3]
If a representative signs, they must be registered in the ACCV representatives register or provide notarial powers or a digital authorisation; if not previously registered, submit the accreditation and the standard form digitally signed by the represented person.[1][2]
The procedure is free of charge and requires no fee payment.[3]
The Territorial Tourism Service will register unless essential data are missing or the municipal report is unfavourable. Administrative silence is negative. You will be notified of registration or denial in the Generalitat’s citizen folder.[1][2][3]
You will be given a registration number, which must be used in publicity and with the exact location, and it must appear in adverts in the format VT‑000000‑X. Advertising, offers and management must be truthful, objective and in good faith.[1][3]
Validity and operating periods
Registration is generally valid for five years from submission of the responsible declaration, which enables the activity for five years from its presentation.[1][3]
You may only commercialise the dwelling in the periods you declared in your inscription.[2]
If you are asked now to add your ICU
The Tourism Register is being reviewed for dwellings registered after Law 15/2018 that lack a favourable ICU. Respond via AUTOREGISTRO by choosing ‘APORTACIÓN ICU EN VIVIENDAS DE USO TURÍSTICO’. Complete the process within 10 working days from the day after accessing the notification, or the dwelling will be deregistered and cannot be legally let for tourism.[2]
If you do not supply the report within the granted time, the dwelling will be removed from the Tourism Register after the administrative procedure.[2]
Notifications of registration steps are delivered in the Generalitat’s citizen folder.[2]
Changes, cessation and appeals
Use AUTOREGISTRO to modify details (such as holder, capacity or operating period) or to cease the dwelling.[2]
Property owners who are not the registered holders may request cessation, providing identification, the dwelling details and proof that the holder lacks availability, via the ‘Solicitud General Única’ when no specific procedure exists.[2]
You may lodge an appeal to the Directorate‑General of Tourism against inadmissibility, impropriety or cancellation within one month.[3]
